How old? Discipline him and immediately take him back out side; mid stream even.  Was there ever another dog or cat that may have already marked there?  You can also get this spray from PetSmart that breaks down the enzymes in the urine.  This should help kill the scent he looks for to re mark.

if he has is testicles, the urge to mark territory is EXTREMELY high.

Remember, dogs aren't programmed like us.  They don't generally have a medium-low level but constantly on need to have sex.  Male dogs have a desire to have sex once every six months.  That's not much sex!  BUT they have a GREAT desire to have it when the time is right.  And if they miss it, their brain marks it as a fail, and the next six months there is even MORE pressure.   This goes back to the basic simple 'lizard' need of 'create progeny'  It isn't logical, it is very basal.  Now, overlying this is some more advanced brain programing, but underneath you have a real surging storm if you have a dog with balls and he isn't having sex about once every 6 months.  (and no, a dog that goes 4 years without mating who then mates ONCE doesn't have his 'backlog' cleared)

I know a lot of guys have 'issues' with castrating their dogs.  That's just silly.  You think cowboys in the old west had a second thought about riding a gelding? Fuck No!  It's your DOG not YOUR BALLS.

Dogs have ENTIRELY different views on mating than we do, programmed in at the genetic level.  There are VERY few good reasons to keep your dog 'in tact' and one of them is NOT your personal ego and feelings about YOU not getting enough sex when you were in highschool.

Take him out more often, praise him more when he does it outside, make him think his world will end when he does it inside, keep him in a more confined area of the house they dont like to pee where they sleep.

If he is truly already marking, that behavior won't necessarily be resolved by neutering. Once a dog learns to mark, they tend to do it regardless of their ability to reproduce. I suggest using a black light to locate all the urine stains on carpet and floors, clean them thoroughly with an enzymatic cleaner like Natures Miracle and then clean the carpets professionally. Supervise the dog and reprimand him as he starts to sniff around and redirect him towards a positive behavior instead.

First, clean up the areas he likes to mark as suggested. Then: Crate train!!!!
