IF water soaks in readily you don't need anything. Clean off any paint or drywall overspray. Spray it with  some water from a spray bottle and let it sit and it should scrape right up with a razor blade scraper .SS

The most correct way would be to use an uncoupling or anti-fracture membrane first, then lay the tile on that.  There is more than 1 type of material you could use for this, however Schluters Ditra is about the best.

How old is the house?  Are there any cracks in the floor?

If the floor has been in a few years and no cracks have developed and there is no sealer or paint on it, I would just clean it well and tile right over it.

I tiled a concrete floor that had Vinyl tiles on it.  I removed all the loose glue and I had no problems with adhesion.

Take some time and layout the tiles prior to troweling the mortar.  Snap some chaulk lines to keep your pattern straight.  Adjust the layout to Avoid small peices along the the edges in the hallway and Bath.
