Is it acceptable to add an outlet to a lighting circuit?

Understanding total electrical load, and it will only be powered when the switch is on.

I have one switch with two "vintage" lights and I want to add one outlet to power a small neon light. I'm planning on putting the outlet in the ceiling so no risk of common use.

Would it be acceptable? It's in the garage, just decoration.

Sure.
The NEC refers to general lighting loads in a dwelling, which includes light fixtures and receptacles on the the same branch circuit.
Use a GFCI recptacle.
