I was kind of bored this week so I decided to wire up my work shed. I added a panel with a 100 amp breaker that will act as a disconnect.   I added 2 lights on a 15 amp breaker, 2 pair of 4 plug outlet boxes near my work bench on a 15 amp breaker, and a pair of outside receptacles on another 15 amp breaker.  The shed is currently not wired to the panel in the house since I have to wait until I apply for the permit but I figured that all the wiring in the shed is exposed so it's not too hard to take the covers off the receptacles and panel in the shed for the inspectors when they come to inspect.  I currently only use the lights and a couple of of the work bench outlets when I reload in the shed and I turn everything off when I leave.  The problem I have run into is that I am currently powering the shed via an extension cord that I run about 25ft from a GFCI outlet on the side of the house and everything was running fine.  I just noticed that the extension cord was missing the grounding prong so I tried a different extension cord and it trips the GFCI the instant I plug it in so I went and bought a new cord to try but the GFCI also tripped with the new cord.  At this point i decided to turn off all the breakers and try powering them on one at time but the GFCI tripped with all the breakers off, so I turned off the main breaker and the GFCI doesn't trip until I turn on the main breaker.  Am I correct to assume the problem lies within the panel in the shed?  I would take a picture of the wiring but it is kind of dark outside so the pictures will have to wait until tomorrow.

Do you perhaps have the bonding screw (green screw) installed in that new panel? Only the service entrance panel at the house should be bonded, everywhere else neutral and ground must remain separate.

Yup I left the bonding screw on the panel.  I removed it and it works fine now.
