My CH rolling 20 gal tank drain valve froze up and i never got around to fixing it until now. out came rust colored water as to be expected. what can i do to flush it and protect it?

rusty water is the norm.
I don't know of any non-flamable coating you could try.

I would just drain it and let it air out more often.

I would dump some Evapo-Rust in (small funnel, tank upside down), then a pipe plug, let it sit overnight, then replace the crappy draincock with a galvanized pipe and ball valve.

The whole gallon? do i need to swish it arounf or will it just do its thing?

No--just a cup or two.  You would be wasting it to use more than that.  No swishing needed, as it just needs to contact the places where water has sat.  

BTW the cheapest place I have found it is O'Reilly Auto Parts.  They get $22.99/gal. but even Harbor Freight is over $30.  It works incredibly well and is very safe.  No odor, so the wife won't gripe about inside the house use.

all that does is take out the rust in the tank. it doesn't prevent it from rusting again.
not sure I would waste the money.

Don't worry about it.  Put a ball valve on the tank bottom so you can drain it daily and it won't be an issue.

Just don't google image search "exploded air compressor tank."  A couple very graphic photos will turn up.

I better start taking better care of my compressor.
