Having trouble with flushing.  Even if nothing's in the bowl, the water does not completely purge after a flush to be replaced by the new water.  The water seems to come from the tank at normal volume, but the level in the bowl doesn't change.  If it was clogged, the level in the bowl would rise, but it doesn't.  When I pour a small bucket of water in the bowl, it flushes without a problem.

I tried a snake, but could not feel or see any obstructions.  I'm starting to think the problem might be with the way the fresh water is coming down.  The little whole that shoots out water guiding the flow toward the trapway seems to have very low pressure.

Any ideas?

ETA: this is a gravity toilet.

to clarify - if you dump a bucket of water in the toilet it will flush correctly (get the 'glug glug glug' sound) - BUT if you flush with water from the tank it doesnt flush as well??

Correct, even though the water from the bucket is less than that from the tank.

Standard tank or water saver tank?

Standard, gravity.

Is the tank filling all the way and emptying all the way during the flush?

If it's standard, it's older.

Are the water passages limed up?

You may have the honor of de-scaling the lime in your future.

Yes.

OK, the tank fills and empties completely but the force of the water entering the bowl is decreased.  That means that something is obstructing the water flow somewhere between the bottom of the water tank and the "little hole" that empties into the bowl.

Do you have any children that could have stuffed something into that "little hole", or put something inside the water tank that got sucked down into the water passage?  If that's out, then you need to take the tank off of the toilet and see if the gasket between the tank and the bowl has shifted thus obstructing the water flow.

Check that the little holes around the rim aren't clogged. Clean them out with something. The larger hole at the bottom can get clogged too. See if you can dig around there also with a piece of wire or something. That happened to me.

I've found chlorine pucks that have gotten small enough to be whisked away by the water running into the flush valve.  Look under the flapper, and feel inside the siphon jet for any foreign material

OP,
Had that problem in the upstairs bath. Wife was using those blue cakes so the water looked "pretty" (her words). That slop was also clogging the small holes under the rim. I closed the supply, flushed the toilet, then repeatedly filled the tank with hot water from the tub and flushed. After it all ran clear the problem was gone. I opened the supply valve and verified that it flushed well.
FWIW
YMMV
