You need video editting software to do this.  I use SONY Vegas.  It separates the video data from the audio.  It shows you the video track and the audio tracks separately on the screen in front of you.  You can edit the video using click and drag, eetc.  Ditto for the sound tracks or completely replace the sound with music or any other audio source material.

There is also audio editing software so you can create a mix of sounds from various sources, etc.  I use Sound Forge.

Finally, you can burn a DVD using any number of software tools.  I use DVD Architect.  It burns the source material in whatever format you'd like it in.  Allows you to break it a large video up into chapters, just like a commercial DVD's "select scene" feature.

I got all three of these tools on one disk on ebay.
