I am changing my front bumper on my '84 Blazer with a flatblack winch bumper. I have 4 off road lights with chrome housings. Id like to paint them FlatBlack. What steps do I need to do to get paint to adhere to the chrome?

Scuff lightly with one of the brillo-type pads, use a self-etching primer and you're good to go. Did this on many a crapped out bumper.

What he said, just rough up the chrome to give the primer something to stick to.

Depends how long you want it to stick, or how much $ you want to spend.

Chrome on aluminum or steel can be removed by the reverse process that is used to plate the part to begin with.

Take it to a chrome shop and simply ask them to remove it. Should only cost a minimum. Sand, prime and paint.

OR

Take them to a body shop as is, and have them clean and spray directly over the chrome with DP-40 two-part epoxy primer.  This will be a barrier between the chrome and whatever you choose to paint it with. More expensive, but well worth it. I had both bumpers on a '91 F150 done back in '92, and the finish is still there.
