Putting a new muffler on my sierra 1500 5.3, going with the 18" or maybe the 14" not sure yet. Question is if I install either muffler and install a turndown tip right off the muffler (trying to hide it) would that make it louder as compare to installing the tip further closer to the rear axle? Or will the sound not change?

It will be louder.  A full tailpipe helps diffuse the sound.

I had the tailpipe fall off my truck right after the muffler, and it was significantly louder than when I had a tailpipe.

you run the risk of exhaust gasses in your cab too especially if you ever idle for a bit

It's not that it's louder running under the vehicle, it's just perceived louder because the tip is actually closer to your ear than it is at the back of the vehicle. The as you get further from the source (the tip in this case) the "strength level" (loudness) drops exponentially.

As far as the law is considered in Texas, the tip has to be behind the passenger compartment (under the bed is legal). However, doing just that in high school, we did notice that the moisture/condensation coming out of the exhaust (GM blocks especially) would accelerate the rate at which the bed rusts.

Tips will also change how loud and the resonating point an exhaust system can get.
