A good friend of mine called me and told me her sister's crazy boyfriend installed key tracking software on her computer so he can keep track of everything she does. Is there any way to get rid of it short of reformatting?

I suggested looking in add remove programs, but she couldn't find anything, which leads me to believe that it's really hidden in the computer somewhere.

most decent antivirus software will detect and remove keyloggers, unless he's using an in-line hardware keylogger -  but that means he has to go back to the location from time to time to collect the data.

If the keylogger is hardware,  will look like something similar to this: www.keykatcher.com.

The tracking software has probably been added to the antivirus' approved exception list. If you can't find it there, you could try uninstalling and reinstalling the antivirus software.

The only true way to know if everything is gone is to reformat...

It is a pain, but reformatting is also a good way to clean up the junk that tends to collect on pcs.  If the pc has XP, using the Files and Settings Transfer Wizard before reformatting can make the reformatting less painful.
