When I cold start my computer the last 4 times it's come up saying that there is low battery voltage.  Does my desktop have a battery?  It runs fine once it's up so I don't know what the deal is.

Yes, it is on the motherboard.  It is not hard to replace.  Go to dell and get your manual downloaded.  It will show you how to do this.  READ ALL static/safety precautions so you don't fry it computer.

Yes, there's a CMOS memory retention battery on the motherboard.  It's a wafer cell like a large watch battery.

Your PC must be REALLY old. Those usually last ten years.

The battery should be replaced.   Write down your CMOS settings,  turn off and disconnect the computer,  replace the battery, turn it back on,  go into CMOS, and restore your settings.
