I was gonna make a Mix of songs for me and some freinds and I wanted to paint them I was thinking Camo job with Hobby paints. Now Is it ok to do this?

My idea was to Tape off the middle and Edge of the CD spray with a base coat then put on the camo pattern.. is a Poloy coat needed on after im done?

Simple Question CAN I do this without hurting a Car CD player?

Chances are very good that the solvents in the paint are going to damage the CD.  Even if you used (water-based) safe paints, I'd be very concerned that it would flake off in the CD player.

A better solution would be to buy CD label kits and print them in an inkjet printer with whatever pattern you want.

thats what I was worried about is that it would mess the CD player up but do you think a coat of Spray on Poly urthane coating like used for wood would seal it and make it safe?

It may keep the paint on the disc in an audio CD player, but the paint is still probably going to kill the CD itself.  The solvents in the paint will do a number on the plastic, the dye, the metal layer, or some combination of the three.
