probably have to go local which, unless you absolutely need a national one with local dial in numbers in every city, is what I always recommend
I've never found a website that is blocked by my isp and their news server has most groups and what they don't have is probably due to the sheer numbers of groups and not content as they have access to some fucked up ones.

Rather than a HUGE list of decent to good ISP's you need to concern yourself with the relatively small list of HORRIBLE ISP's.  We haven't gotten to that point in the good 'ole USA yet...although enough places overseas are building national intranet's to cause concern.

ETA - In about 5 years of broadband I've only had 2 ISP's.  Roadrunner Cable was great, never a complaint and awesome speed in my area.  The DSL provider I currently use is local and is the only show in town for me right now.  I abhor their service and have been disconnected 3 seperate times for "placing too much strain on systems that need replacing."
