So ignoring the cobweb at the bottom of the PC!!!!  When I power on the fan spins for a bit, stops, then spins permanently from that point on, however nothing ever appears on screen and I don't hear the disk drives spinning up.

I have removed and re-seated the graphics card and all the 4 RAM modules with no effect.

Because of the lack of anything at all on the screen I am thinking graphics card, but would that stop the disks from starting to spin up and load the OS?

Take it to a shop, pay 50 bucks for a diagnostic.

Start eliminating the options.

1. Swap out your video cable and try again.

2. Pull out the video card, and plug into the onboard video (if there is any)

3. Borrow another, functioning video card.

If drives aren't spinning up, I'd also lean towards a dead supply.

If not, that leaves the motherboard, also known as "time to buy or build a new computer".
