If I have a fan in a device and that fan runs on 12v DV .25 amps and it breaks, then I replace it with a fan that runs on 12v DC .15amps, will there be any ramifications? The new fan spins fine and does not stressed or anything.  Could this shorten the lifespan of the .15a fan by giving it .25a?

This is in a Cisco 2800 router btw.

The Amp rating is how many it draws. You feed the fan 12 Volts, it draws .15 Amps. Since you are replacing the fan with one that draws less current, you don't have to worry about stressing the circuitry on the router. Regardless, that small of a difference in either direction is probably not going to make a bit of difference.
