I just tried to google this, but don't know if I got the right terminology....

if you have a window open, that isn't maximized, windows likes to take and hide the upper portion of the window off screen

if you want to drag the window or minimize/kill it, you got to wait for the damn system to recognize that before it will automagically drop it down within range of your pointer.

how the F do I turn this stupid piece of programming off?

I HATE M$, trying to micromanage my experience, they guess wrong 100% of the time.

Try this:
Control Panel > Appearance and Personalization > Display > Screen Resolution > advanced settings > On Screen Display, uncheck the box for Enable Auto Scroll Function

Interesting, I've never seen windows 7 do this by default.
