As the title says I need a new desktop computer.  I already have a new laptop (within last year) so please don't suggest that.  

This is the desktop I have had for the last 6-7 years: HP Pavilion a1600n(RJ181AA) Desktop Athlon 64 X2 3800+ 1GB DDR2 200GB HDD.  The only thing I did was changed the video card to support dual monitors and I also have a 1TB external hard drive.  I was having some trouble with it, thought about trying to fix it, but realized it was so old not worth putting the money into it.  

I'm not a gamer and will use the desktop for videos, internet surfing, email and etc....  I already have two montiors so the new computer needs to support dual monitors. I also would prefer not to build it myself. Please suggest a decent desktop that preferably under $700.

just a little over your price range.....barely...but I think entirely worth it. You will have many years of uninterrupted hd fapping with this rig.

Build our own. Is surprisingly easy! You can go to newegg, start with a case and motherboard and the site will recommend components that will fit.

Google "how to build a desktop" and follow instructions.

I'd much rather build one that's to my liking than give the money to someone else who limits my options.

For what you are going to do with it, an i3 or i5 is plenty of CPU, and 8GB is more than enough memory.  The integrated graphics will, if your motherboard has dual outputs, allow you to use dual monitors.

If you want to put more money into it, put it toward an SSD.
