Personally, I'd pick something from Acer in that price range.

Out of all of the inexpensive brands that I have tried, I've had by far the best longevity with their monitors.   Furthermore, when warranty work is needed, their returns department is better to deal with than certain other brands.  

Brands that I would specifically avoid are Viewsonic and Asus, unless you're handy with a soldering iron.

I just picked up a 23" LED ASUS from newegg 170 after mail in rebate. So far no complaints about the quality, The solid non adjustable stand kind of sucks though, my monitor that crapped out I could adjust the height +/- 3" or so.

Personally, I've never worried about brands.  I just find the size I want in the price range I want.  I've got a 23" HD monitor that I got from woot.com that is an off brand refurb that I paid $150 for.  I've had zero problems and I've had it close to 2 years I think.
