I stumbled on this last night. ON1 offers about 75 free lightroom presets. They ask for your name and email.
They also offer their ON1 effects software. I am still watching tutorials but it seems nice. It is very similar to nik color effects pro. It's a lot of filters but also offers noise reduction and they have a masking feature that seems useful. https://www.on1.com/free/ I have no affiliation.
