I am trying to organize my photos and I'm looking for Basic Photo Organization/Album software (prefer Freeware or Shareware). I don't need anything fancy, just something that I can leave notes or comments about the pictures. I'm scanning a few thousand slides, negatives and photos and I'm not looking for an online/upload solution, but something I can put the organized photos onto a CD or DVD for storage with information about scenes, names, locations, dates etc...before I forget that information.

Start using IPTC metadata.

When I manage my photos with Lightroom, I add notes to each 'project' libraries photos via IPTC metadata to each photo including things like location (where I took the photo), names (e.g. name of model or other subject). Then any other program or application I want to use to manage my photos that support reading IPTC will allow me to sort, query, etc the photos based on that metadata.

Would Picasa fit the bill?  Free from Google.

I don't use the online features, just use it as an image browser and organizer.

I'll have to give it a tryout, but that is basically what I'm looking for, as well as something I can put notes or captions about the photos.

I reiterate the suggestion to use IPTC metadata. Any decent photo management software (Photoshop, Lightroom, Aperture) will fully support IPTC metadata since IPTC is the universally accepted standard for storing information with(in) images.
