I've head that you need to do at least 20-30 minutes of cardio before depleting your energy stores and beginning to burn a higher % of fat.

Most HIIT sessions last less than 30 minutes. So, why is HIIT supposedly superior than LISS for fat burning?

I would say that its not.  Either are going to work differently for everyone.  Fat metabolization in your muscles has mostly to do with the type of energy system that is active (usually longer in duration and lower in energy) as well as the amount of synthesized peroxisome proliferator-activated receptor (PPAR) in said muscle which is genetically different for everyone.  Thats why a "best" way to work out for everyone doesnt exist.

There are studies that show otherwise. You are right though that everyone is different. Many people can do HIIT and build some muscle while burning a good amount of fat, while doing endurance is good for burning fat but makes it difficult to build muscle.

That is more of what I was getting at.  If its purely burning fat that hes worried about there are better was of going about it.  If he wants to build muscle as well then thats a different story...OP didnt really ask that question though.  Major contributor to fat mobilization is the PPAR isoforms though...which is found to high in vivo post exercise for both types of exercises.
