Are there any restrictions against what a barrel can have? For example, can a barrel be fluted, bull, etc....

Restriction only on minimum caliber (0.223/5.56). Also if you go with barrel under 16" then NFA rules apply.

As for weight (light weight versus bull barrels) or fluting for weight loss or ornamentation, have at it.

The only other restriction is on the size of your comp. 1" round x 3" long. anything bigger will put you in Open.
