A long time ago, my grandfather died and my grandmother gave my dad his scanner.  I remember listening to this thing all the time as a kid.

My dad gave it to me today.

Can this be fixed?  I like to have it fixed and give it back to my dad.  I'm not good at electronic type stuff so I would send it somewhere to get fixed.

I screwed the antenna in and it will cycle through the ten channels and briefly stop on two channels like it's trying to pick something up.  Everything seems to work except picking up the frequencies.  

It was originally programmed for rural NC and now i'm in VA.  If fixed can it work in both NC and VA, I've read this may be a problem.

Any info is appreciated.

Wow! That's a golden oldie! I used to have one, it was my first scanner. It uses crystals that you have to plug into it on internal sockets to program the frequencies.

Anything can be fixed...

You will have to buy the crystals for the local frequencies.

My GUESS is that if you do that it will work like a charm.

A lot of police and fire departments have gone to an encrypted or trunking type system. That scanner won't do any of that. Look over on Radio reference and see what LEO and EMS use in your AO.
At the very least, you could listen to ham repeaters, NOAA weather channels and marine frequencies if your close to the ocean/major river.
Some rural LEO.EMS are still on analog systems, but are going away quickly.
ETA - I bet a quick cleaning of the switches with De-Oxit will fix it.

Wow, crystals even, that is old.    I think around '76 I bought a Regency programmable, it had a bunch of metal combs that you broke off certain teeth to select a frequency then plug them into slots in the back of the unit.

Even if they are still on analog they would have went to narrow band. Your audio is going to be low. I believe there is a fix for that too.

I have a RS Patrolman. I can still pick up the police fire aand ems. I can also get the railroad. Audio is down though.
