If you spot someone on the cluster and it says, for example.

BD2XYZ   14.020  up 2.5

You treat this like a split, listening on 14.020 and transmitting on 14.0205

Right?

I think you got it right but mistyped it?
I'd start looking at 14.0225, see how wide the split is, and see if I could pick out the station he is working. Very rarely is split CW zero beat on one exact frequency.

But, in general, up X just means up X kHz just like on SSB.

When the  DX is "up 2" or "up 5" they are listening up that many KC's aka kilocycles or kilohertz

For the dxpeditions you will also see QRX and a specific frequency.  That means the spotter is telling you exactly where the dx worked him.

He won't be there anymore most likely, but it is another piece of information you may see.

I looked up QRX and I am not sure it completely makes sense to use it for this.
