I have an Icom T2H that I am difficutly programing.  I can receive traffic just fine.  I noticed when I key to transmit the frequency changes completely.  I checked with a scanner and it is transmitting on the frequency it says.  However, this is not the frequency I entered.  I've read the manual several times and thought I entered everything correctly.  Also printed a quick reference guide (steps for inputing frequency) and still I must be missing something.  



Any ideas would be apprecaited.

Yep - It sounds like you've accidentally set the radio to use a repeater offset.

In addition to the standard 0.6 MHz repeater offset, some radios will also allow you to program in a "non-standard" offset - which could have you transmitting on a frequency many MHz away from where you're receiving - or even completely outside the 2M ham band!

That's it.  The freq is 145.470 with a -0.6 offset.  However when I hit the PTT the displayed freq is 144.87.

I live about a mile from the repeater so I would think I could hit it.  The subaudible tone is set right also.

Make sure you have the tone encoder enabled for that channel. It's possible to set the tone frequency, without actually enabling it. (Ask me how I know! )

There may not be a tone on the output side. Do you have yours set on both side. You may be keying it up but not hearing it because you have tone enabled on your recieve side.

Or, you may be hitting it and not knowing it. Some repeaters have a very short squelch tail - when you stop transmitting, you don't hear any "ksssssk" or see any indication on the signal strength meter, because the repeater transmitter shuts off too quick to observe.
