Here is a story idea I've been toying with. Just throwing it out there and seeing where it goes. The premise is a political arrangement is made between the leaders of Mexico and the United States, and the Governor of California, and the events that immediately follow.
Major Events in the two year leading up to the signing of the Baja Accord: The DEA releases a report indicating that the Mexican Cartels are going to leverage political power to achieve their objectives. The DEA report is quickly suppressed by the Justice Department. The Unitas political party forms in Mexico. Rumored to be a political wing of the Mexican drug cartels, the Unitas party is very well funded and gains significant political traction. Facing a re-election, the U.S. President gives a speech not only expressing support for amnesty, but also expressing support for some form of Reconquista. He states: "As fairness demands, the United States is open to the idea of compensating our noble neighbor to the south for our past transgressions, and the American people are willing to provide the physical means by which justice can be achieved." In sweeping political victories in Mexico, Unitas politicians win the legislative and executive branches. Mexico dramatically increases its military spending. Three new army groups are stood up. All are located within a hundred miles of the border with the United States. Mexico also increases its diplomatic missions. Mexican consulates are opened in every large city in California. The Governor of California declares the State a Sanctuary State. In the next 30 days he receives a quarter of a billion dollars in anonymous donations to his re-election campaign. The Department of Education mandates that K-12 students receive two weeks of study on Mexican-American relations as part of their social studies curriculum. The two-week program centers around crimes committed by the United States against Mexico, particularly the "theft" of the California during the Mexican American War. A provision contained in a military spending bill allows for the TSA to take control of California's border with neighboring states. Construction starts immediately on TSA checkpoints along I-80, I-5 and all the other major interstates entering/exiting the state. Crews work around the clock to complete construction. At a fundraising speech in LA, the President apologizes for war crimes committed by the U.S. during the Mexican American war. He demands that the Governor of Texas do the same for the Texas war of Independence. The State of California issues new bonds redeemable in Mexican Pesos. A California state bill is passed mandating all Freeway signs are written in both Spanish and English. Following a meeting of the National Security Council, the Joint Chiefs of Staff are told to begin transferring all federal military assets out of California. Naval assets in San Diego begin moving to Bremerton and Everett Washington. Army and Air Force also relocate forces and materials in California to other states. California imposes exit taxes: Using whatever means possible, the State of California levies fees against anybody trying to leave the state. The Governor of California, bolstered by over a billion dollars in anonymous campaign contributions, is re-elected in a landslide. Investigations are started into his campaign finances, but those investigations are quickly halted by the State and Federal Attorney Generals. The California State Senate mandates a 30 day waiting period for the purchase of all firearms, ammunition and precious metals. California imposes a state version of the Fairness doctrine. Emergency managers are given the authority to control or suspend communications in their area, to include the internet. Major Events in the 72 hours leading up to the signing of the Baja Accord. Wednesday morning 7am PST: The President cancels a trip to Asia at the last minute. He schedules an emergency summit with the Prime Minister of Mexico in Baja instead. The summit is scheduled for that weekend which is also Presidents' day weekend. Wednesday afternoon 2pm PST: California State regulators impose a bank holiday for the upcoming Friday. Thursday evening 5pm PST: Going into Presidents' day weekend, federal regulators announce there will be both a bank holiday the following Tuesday, and Wall Street will be closed. Thursday evening 7pm PST: California national guard mobilized. Orders have all members reporting for duty no later than 9pm Friday. Thursday evening 9pm PST: Both military and law enforcement intelligence sources indicate the Mexican military is massing on the California border. World media outlets show columns of Mexican armored vehicles are seen idling in Tijuana near the San Diego border. Friday morning, 6am PST: In a joint press conference, the Secretary of Homeland Security and the White House Press Secretary announce that the Mexican military will be holding a joint military exercise with the California National Guard. No member of the military is present. Friday morning, 7am PST: The US Commander of NORTHCOM announces his retirement. Friday morning, 9am PST: A Joint Press Conference with the leaders of Mexico, the United States, and the Governor of California is announced for 10pm, Pacific time. |

I am not a fan of the idea.
The pretense just seems silly to me. Yes, cartels could easily buy the Mexican government (or the few parts they don't already own today) but invading the US is killing the golden goose. Their power/money comes from selling us drugs. If they start a war with us, they destroy their market. Another way that the power of drug cartels could be turned off like a light switch would be for us to simply legalize drugs. Instead of Bloods vs. Crips vs. MS-13, maybe Walgreens would be funding drive-by's of CVS? To think we (US) would give up California (loaded with aerospace and computer tech companies, rich people, and some of the best real estate in the world) defies any level of corruption a politician might achieve. A state cannot declare a bank holiday on National banks and expect to be able to seize assets and revalue them when the home office isn't even in the state and there are insignificant physical assets to be seized (greenbacks.) The money is largely digital and the databases are not in sunny CA. You know I am a fan of YOU Sharkman, but this concept is not worthy of your efforts. My 2 cents :-) alan |

I'm with BroncoMafia. Not that there isn't something there, I just don't think its plausible that this would happen the way it is presented. Maybe if it happened farther in the future, after a slower decline of "life as we know it" in the USA. I like your writing, just think this may need a bunch of other events to lead up to us fighting with Mexico for California.
