I am experimenting with a potato box this year. Yellow Finns. As the foilage grows, I add box height and soil to promote more growth, covering 1/3 of the foilage when it reaches 12'' more or less. It's up to 24" now.
Would it be good to pinch the flowers off to promote continued foilage/stem growth?

I'm not a potato expert by any means, even though I grow them every year. I doubt that cutting the flowers will have any effect at all, but that's just a wild guess on my part.

You should do a controlled experiment. Cut 1/2 and let the other 1/2 go as normal.
