My tomato plants are only about 12" tall right now and are already flowering. Should I just let them do their thing, or should I pluck the flowers and let them get a little bigger before I let them fruit?

Tomatoes are very hearty plants. There should be no reason to pluck blossoms.  Depending on the variety (determinate/indeterminate) they will continue to grow up on their main stem and out on their other stems.

Those blossoms are your first tomatoes! Enjoy them!

Commercial tomato grower here- leave 'em be.  They'll be just fine.

Pinch off any limbs that touch the soil also pinch sucker limbs. Pinching suckers will leave you with less fruit but of higher quality.

I Cage mine, so I never prune.
