Generally, when the plants turn yellow and die off, they've done all they are going to do.  They can be harvested earlier - they don't need to "ripen" like other veggies, they just get bigger.  'New potatoes' are just little ones dug up before the plant has completely finished up.  I'd let 'em go until the plants are obviously dying off, unless you want to sneak a batch or two for dinner ahead of time .  Digging up a few is the easiest way to tell how far along they are.

I let the vines die all the way back, but you can sneak some new ones out while still green.

I planted my potatoes the first of May. They are flowering right now. Very green and lots of leaves.

potatoe?  You must have gone to school with Dan Quayle!

Depends on where you live, how many sets you have, how large the spuds are, etc.

I live in the Lower Columbia River Basin (Richland, Washington), the best place to grow processing grade (think, better than grocery store stock) potatoes in the world!  Yes, better than Idaho (where I used to live).  We planted russet burbanks in early March and will kill the vines in early July for a beginning harvest in mid July.
