is there a way to stop the swaying of this pack? i.e. putting velcro inside the rifle sheath area when it isnt being used?

I never figured out a way with the non-removable sheath packs. I own several Mystery Ranch packs of various favors along with an ILBE and FILBE, so I built my Eberlestock into a range bag for when I want to go shoot in the desert or the woods. It's a great pack that I bought at cost, so it's not going anywhere, but it won't be used without a rifle.

Squeeze the pack down really tight and tighten the straps that are attached to the loops coming off of the scabbard portion of the bag. Got rid of about 95 percent of it on mine. Also pack the heaviest gear closest to your back.

This is what I did and it worked pretty well.

I used a cinch strap around mine.  Even as tight as I could get the scabbard there was always a gap.
