Try esandbags and uline (both online).  

Stick with the poly bags, burlap don't last.

ebay was much cheaper but I have no idea of the quality or what I should be looking for.

Where are you in NY? I have some plus my town give them out at fire houses and such. Im on the CT/Ny border by the coast.  Ive found sand bags are a joke when it comes to storm surge and flooding. Atleast where I am the hydrolic pressure from the ground causes the basement flooding even when the yard has no standing water.

Our group got some that were intended for long term use that were UV protected.....some construction supply company out of the DC/Baltimore area.

Try local fire departments (I have picked up quite a few over the years at no cost).  Cheaper than Dirt had them at one point.  Poly is the only way to go if you are looking at longivity.  In a pinch, you can use empty pet feed bags (the poly type from places like Wal-Mart) if you can find them.
