I'm wanting to turn my crawl space into a shelter.  I have an access door in my master bedroom closet and my crawl space is about 4 ft. high.  My house was bought new in 2003 and the entire dirt floor is already covered in thick plastic.  Any ideas would be appreciated.  I'm thinking of this as being somewhere to store my SHTF preps as well as COMM's, Weapons, and a shelter from the Zombies.  Is it just better to use my double car garage?  I know using my garage would be much easier but it seems like my neighbors might be able to see my preps.  Any pics of your shelters/crawlspaces would be appreciated.  Thanks in advance.

Just use extreme caution, many new homes have some serious weed/bug killer sprayed on the ground under that plastic. I'd not use it for food/water storage but the rest should be fine. Just make double sure that you add a few extra layers of separation between the ground and your goods.

Not to hijack, but I have a stupid story about crawl spaces.  
I had a TINY apartment years ago and I did not find the HUGE crawl space until I was moving out.  

When I moved into this place, I found a neat hiding spot for fairly large items.  Not too accessable on a daily basis, but it is there.

Dig carefully, and stay away from the supports for the house itself.

Like others have said, if the builder did spay some funk under the plastic, wear a respirator that is rated for the environment during the initial excavation.
