My cell account has several users.  Every couple of years we get to trade in our old phones for new ones.  Basically, I get 4-6 cell phones with chargers handed to me on a regular basis.  ALL deactivated cell phones will still call 911.  I keep an old spare on the ATV, in every vehicle, and all rooms of the house (charging at all times).  The extras go to "cell phones for soldiers".  I'm amazed at some of the places where I get coverage, way out in the boonies.  You never know when one might come in handy if "self rescue" fails.

I wouldn't leave them plugged in all the time. The batteries are not designed for that. You are risking a fire.

if they have Li-ion or nihm batteries you can leave them pluged in as long as you want. The charging and protection circuit will not let the battery over charge. On old nicad and lead acid batteries this would have been bad but anything wiht nihm or li-ion is fine.

Also Li-ion's like to be fully charged. They more times they get really low the lower the max charge becomes

Throw a crank charger in the pack with it. That way you don't have to worry about keeping the battery charged. If it is stored in a vehicle that is seriously hot, you'll ruin the battery in no time and it won't work.
