I am planning on buying some 40-50 pound bags of rice to store in my unfinsihed basement/crawl space.  Its dry and stays about 68 year around.  There are no bugs (that I have seen) and no mice/shrews

Can I just store the bags under there without doing anything to them?

For long term storage I would at a minimum transfer it to food grade buckets with O2 absorbers.  Even better would be into mylar bags in buckets, with O2 absorbers and sealed.

that's the kicker right there.  +1 on the food safe buckets, at the very least.

One other thing to remember about rice.  

If you don't store it well, it will get bugs.

BUT --> you can still eat it.  My dad grew up in a refugee camp and they were glad for rice with bugs.  I've done it before many times also, as I hate to waste.  Just put the rice in a bowel of water and stir it.  The bugs mostly rise to the top and you can skim them off.  Also, rice bugs aren't poisonous or toxic, so if you cook some of them in the rice, you can still eat it.  

Moral of the story - Don't throw out the rice just because it has a few bugs.  

When kept in a reasonable humid free place, even if not stored sealed up with O2 absorbers, rice will last for years and years.
