I was on a ride at disney land out there when a 4.0 hit, didnt feel thing but they stopped the ride, but it wasnt that big a deal. i got used to them when i was out there.  now i gotta deal with tornadoes. that is a different story

Absolutely!  In CA, you prepare for an earthquake.  In DC and New York, you prepare for terrorism.  In the Mid-West, you prepare for a tornado.  In the coastal regions, you prepare for a hurricane.  After you have the most likely disaster plans in place, you can look at the lesser likely situations.  Being realistic about probabilities and reality are important.

You prepare for a yuppie flood.  That's more a political consideration than anything else.
