A neighbor had his place logged and I noticed that on a lot of the oak tops that were left these bugs are crawling all over them. I must have seen hundreds of them.

Thanks guys, that definitely looks like the one.
I've seen several sites now that say it only attacks black locust. I wonder why those oak tops were covered in them. I wasn't specifically looking at first, but I didn't notice them on any other types of tree tops laying on the ground.
IIRC, there are some stands of locust trees in that part of the woods though.

tis new ta this web site, an tis not familor with all the gadgets... seen your post, an made me think of something had seen in the woods were i hunt..  think it is some kind of fungas, have got a picture, but don't know how ta down load it... have seen it on several trees, it may be nothing, but then if it is harmful, it could save some of the trees if morre info tis known... ta down load a pic tis that in the    Insert Tags?     whin i click on one it shows message;  This website is using a scripted window to ask you for information.  if you trust this website, click here to allow scripted windows,,,   not sure wht that tis about?
