I've lived in Panama. It sucks. At least around Panama City. You might have better luck in the highlands, up around Boquete. But all in all–– I didn't like the culture. Too much outright poverty. Bad work ethic. Bad attitudes.
Most of Belize is already in SHTF conditions.
Costa Rica, not much better. Bad culture. Polite people, but lying and stealing are part of the culture. If you don't nail it down, it's gone. Bank robberies are common. You can't wear a baseball cap, sunglasses or talk on a cell phone in a bank there. U.S. Embassy people aren't allowed to walk around at night. (Point of comparison: They ARE allowed to walk around in N. Bogota, because it's (seriously) that much safer than Costa Rica.
If I had to choose a country in Latin America, I'd probably go with Chile. Self-sufficient, food-wise. Variety of climates to choose from. Good wine and stable economy.
Wherever you go, remember: You're buying the local culture, not property values, weather or location.
If I had to go to Europe, I'd probably choose Switzerland. But all things considered, I think that if you're in a strong Red State (U.S.) ... our culture is the best. If you could get rid of the bottom 20% of the dregs, we can accomplish pretty much anything–– while the rest of the world takes a siesta, or insists on retiring at 60.
