I am moving to VA in the next month from PA.  I know VA does not recognize the PA permit but I had a KY permit and still have the certificate from the class I took to get my KY permit.  Will VA accept the KY training certificate as proof of training?  My KY permit expired last year so I need to get my VA one soon so I won't go naked!

Well looks like there is a chance that this year they could deside to honor all permits and or remove va permit requirements. For now do the above.
