Legislative Update from Olympia 11 March 2005

FISCAL COMMITTEE CUT-OFF PASSES

HB 2211 (LEAD SHOT EXCISE TAX) DIES WITHOUT A HEARING

“TECHNICAL” GUN BILLS MOVING

CHAMBER CUT-OFF (FLOP DAY) NEXT WEDNESDAY

44 DAYS REMAIN IN SESSION

At 5:30 p.m. on Monday (7 March), bills that had not passed out of their
original FISCAL committee died. Among them was HB 2211, the lead shot
excise tax bill. As mentioned last week, there is still a chance the
language in HB 2211 could be amended into another revenue bill. This is
unlikely, but it bears watching.

A few technical, or procedural, gun bills are moving. SB 5041 (amends
sentencing ranges for crimes committed with a firearm), SB 5131
(firearms disqualifier for “not guilty by reason of insanity” finding),
SB 5635 (restoration of firearms rights overhaul), HB 1213 (juvenile
hunting) and HB 1687 (counterpart to SB 5131) are still moving through
the process.

Next Wednesday (16 March) at 5 p.m., bills that have not made it out of
their original chamber (House Bills out of the House, Senate Bills out
of the Senate) will be considered dead for the session, one more level
of difficulty to overcome in any attempt to resurrect any of these
anti-gun bills.

44 days remain in this year’s 105 day session. We still need to be alert
to procedural manipulation or “deal cutting” as cut-off deadlines come
and go. This is the biennial budget year, where billions of taxpayer
dollars are being doled out. Gun control advocates may offer pork barrel
projects in return for votes on gun bills. Eternal vigilance is the
price of freedom!
