Hello. I'm the prime sponsor of HB649. I received word today that the DES is of the opinion that after Jan 31, they no longer have statutory authority for the emissions testing. This means Jan 31 = No inspections at all. Thank you, everyone who helped get this passed. Also, I see an archived thread on the so-called "Sig Sauer Immunity" bill; thank you to the people who actually read the bill to know that it isn't what NPR said it was. You have my gratitude. |

| There is likely a bill on front plates. It comes every biennium, last biennium I co-sponsored it. It fails because of tollbooths and police testimony about these strange incidents where the crime would be impossible to solve without the front plate. One day, perhaps we'll get it. |

I know this is just vanity of my car on my part but again thank you for the work on the inspection bill. It will directly save my family about 500 bucks this year. Car is perfectly fine and I know how to check tire pressures. |

One thing to remember is HB649 is still alive and in the Senate as it was rereferred to committee. It currently sits as passed by the House. Today, the Senate Commerce Committee discussed adding amendments to it. The amendments are not listed on the GC site yet, and from the video, there are apparently errors in one of them. Sounds like it will see floor amendments to address the error. The gist appears to be: 1. Adding the language of SB157 which was signed by the governor last year but negated by the signing of HB2. 2. Adding some clear guidelines to LE and citizens what consists of a safe for the road vehicle. Example brought up multiple times is defining bald tires. Chapter 266 does not define this. 3. Requiring that school buses and placarded hazmat carriers get inspected. *Pretty sure this is where the error in the amendment was and will be a floor amendment. 4. Adding some sort of consumer/dealer protection when selling used cars. Maybe new too. Sounds relatively harmless--some of it makes sense even, and we have the House available to block shenanigans. Would rather see a standalone bill for these changes, but too late for that. That said, I have zero faith in the Senate to do the right thing here. Listen to them be completely outclassed by the Department of Safety and the AG's office. Then listen to Ricciardi and Perkins-Kwoka and their doom porn bullshit. Starts at about 27 minutes and runs for 45 minutes--mainly because the Department o Safety had to use increasingly smaller words for the Senators. ![]() Senate Commerce (10/30/2025) |

I have limited visibility into the Senate side of things; if they have an amendment that they discuss it doesn't really become public until they adopt it, therefore I don't know precisely what was in the amendment to add standards. The testimony provided by the DoS stated that they mostly were focusing on defining, in statute, the standards for stripped tires and whatnot. Without seeing the language I can neither confirm nor deny that, however defining some stuff in statute explicitly isn't the end of the world. If, however, it has a bunch of extra and unnecessary language that has nothing to do with fix-it tickets, then that's something else. I have to see the language before I can offer an opinion. As for SB157, it seems like there is an amendment to provide a technical correction. If we have language in statute due to SB157 that refers to chapters that no longer exist because they were eliminated by HB2, and the whole point of the bill is moot due to HB2 getting signed, then it behooves us to remove that now-erroneous language from statute. Again, I haven't seen what the amendment *actually* says but IF it is truly just house-keeping, I have no problem with them attaching that to HB649. We'll see when the Senate handles this on the floor; they are likely to have a floor amendment ready that is generally acceptable. If it is awful, we kill it in the house. If it is fine, we pass it in the house and send it to the Governor. In other news, there is an attempt by 3 Democrats to reinstate inspections. There is a hearing on a non germane amendment to HB1560 on the 3rd in House Transportation regarding the "live free and drive" push that has been tossed around in other SM. Changes stickers to secondary offense, $1 fine, etc. Line 6 is a bit weird as it is directing the repeal of 266:1-a which was already repealed. If I get bored enough, I'm going to have to read the judge's 44 page decision again. I only skimmed through it, but thought one of her arguments was NH DES had rulemaking authority which allowed inspections and wasn't referencing the repealed law. Browsing reddit/other social media, there are enough people mildly annoyed at G-D that the successful removal of the requirement is universally popular regardless of their previous stance. and the requirement for inspection was removed successfully There is no law and the only folks who can put it back are two legislative bodies and a governor concurring. Activist judge can't, AG can't, and neither can the EC. Now it is likely possible that administrative rules and procedures can be worked so as to tie it to the registration process or similar. That won't get you pulled over for sticker color as there is no law right now. It's possible we'll be held in contempt and have to start paying fines, but the state sortof tied their hands by thankfully allowing the House* to Leeroy Jenkins this through. *Always remember the Senate tried to screw us here. We're at the point now that either fines are coming, an appeal gets granted, G-D bribes the three men on the EC, or the Governor sends the EPA a truck from the NH liquor stores with a note saying please make this dumb shit go away as it should not take 18 months to execute an approval. |
