Just bought a used Glock 19 w/ two preban 15rd mags.
When loading the mags, the feed lips are parallel for the first few rounds and then start to spread apart as the spring pressure increases. I can barely get the 14th round in. I noticed that the metal does not go all the way around the mag. Does glock make mags that are fully lined all the way around? (this might help the feed lips to stay together)
I would also like to get more hi-cap mags. Do the new mags being sold (at Glockmeister for example) have any LEO markings on them making them illegal here?

Yes Glock does make full lined mags though they still may have a seem by the lips.  You mags may be just very wornout.  I know topglock does sell new hi-cap (normal capacity) mags that are not marked.  They wont ship them to NYC so i guess they would ship them to NY.  I dont know abut Glockmeister, email them.  I dont think they would be legal but it is not like anyone could tell weather they were preban or not.  Hope this helps some.

Unmarked Glock mags produced after the Federal ban expired in '94 are easily identified by the location of the caliber markings Glock molds into them. Anyone who is familiar with Glock mags can tell NY legal preban mags from illegal noban mags.

Since I'm not familiar with glock mags, how do I tell which are pre-94?
The mags that came with the gun have the rounded metal cutout where you can see the top round's primer, 12 holes w/ numbers and the glock logo. There are no other markings and no caliber designation on the mag. Does this description fit with a preban mag? is this the only type that is preban?
I'm asking this so that when I search for more mags, I will not be duped into bying something illegal.

The thread from glocktalk did clear up for me that what I'm looking for is a mag with the squared up cut out  on top of the mag.

After all, both are high cap mags with no LE Only markings.

Correct me if I'm wrong, but the difference seems to be that the new "post-ban" (and illegal in NY) magazines are gen. 3 vs. gen. 2 (and legal in NY) as in the glockmeister link glockmeister.com/3genmags.shtml above. (note the metal notch at the top of the mag is 90 deg. in gen. 2  vs. a more obtuse angle in the gen. 3 mag.)

Not exactly true, riggo.  There are pre-94 3rd Generation Glock mags also, not just 2nd Gen.  The way to tell the difference is to look at the caliber stamping on the rear of the magazine.  On pre-94 mags (2nd or 3rd Gen) the caliber is stamped roughly halfway vertically between the 4 & 5 witness holes and the bottom of the metal feed lips showing at the top.  In post-94 "no-ban" magazines, this caliber stamping is much higher up, nearly to the metal feed lips at the top.  This was done because Glock needed room to stamp "LE/Gov't USe Only" between 10/94 and 11/04.  Post-11/04 mags lost the LE/Gov't stamp but retained the high placement of the caliber marking.  Here is what I'm tryin to say:

On the LEFT is a newer "no-ban" G22 mag (3rd Gen), on the RIGHT is a pre-94 G22 mag (also 3rd Gen):

I think something to keep in mind is this. If you did own preban magazines produced before 9-13-94 (which are readily available) and for some reason the magazine was broken or otherwise rendered un-usable, you are allowed to replace them with new magazine bodies. Just some food for thought

Spitzer seems to plan on doing that by hounding companies that ship to NYS til they agree to stop shipping.
