Hey guys, working on filling out the paperwork to order my first garand from the CMP, but apparently it needs to go through an ffl. I found an ffl that does transfers but I am not sure if the paperwork needs a copy of their license or not. They will not give out a copy of the their license to put in with the order,
Anyone ran into this issue that can point me in the right direction. |

What do they mean it is not a public document, I have an FFL and I beg to differ, I have to display my license in my manufacturing facility and if I ran a retail store I would be required to display it, any private citizen has a multitude of resources to request a list of licensed dealers and FFL holders in this country, including directly from the BATF. I would find a different FFL to deal with for all my purchases as it sounds like this one does not know what he is doing, or is trying to hide what he is doing. Licensed dealers cannot ship a fully functional gun or a 100% receiver to somebody without the license of the receiving party, unless the gun was made before the 1890's and is sold as a antique or relic. This dealer needs to go back over all of the code's that he received a copy of when issued his license. I honestly have never heard of a dealer that refuses to disclose license information so they can receive a gun and make basically free money that they have to do virtually no work for. |
| I went by there today with the packet of papers I have to send the the cmp ready to send out, basically said if you won't give it out how about you throw it in the packet and you mail it out, which they said no. I told them they would no longer see any of my money being spent there. It was Norpoint up in Arlington btw. |
| This guy has to be a new FFL holder or he is simply trying to hide something, honestly, I believe I would get a hold of the BATF and explain what your experience has been, business's like this are NOT good, something is going on, whether it is no knowledge or something below board, Not often do I recommend contacting the BATF, but in this instance, I would. |

This is pretty common in the industry. Mostly because there have been a lot of idiot dealers in the past who don't pay attention, who handed guns to people they didn't know, without checking ID just because that person had a copy of a FFL. It's also the reason why so many dealers, even when sending them to other dealers, to have like a dozen stamps saying "file copy only," "no face to face transfers" all over the sheet.
The store I work at doesn't give our license to anyone. We send them directly to the licensee that is shipping the firearm, or if a private individual we send a blacked out copy with a link to the ATF EZCheck page. We've never had a problem with this, not even with the CMP. |

Since when does a CMP rifle purchase require delivery through an FFL? I haven't purchased a rifle from them in several years, but previously they did the background check and sent the rifle directly. Is this a change due to I594 and specific to WA State? Or a general change for them?

I find this to be acceptable, I have copies of my license that is marked in such a way, but to flatly refuse does not seem right, any license holder should explain the options available to the requester when a situation like this comes up, transfers are extremely common these days and guns are shipped all over the country daily. I can say though, I have never found this to be common, the majority of license holders I know will help in any way they can to help a potential customer complete a transfer. |

The CMP will still ship directly to a Curio & Relics 03FFL. |

The ones that do make their public are the rarity these days. Especially when the ATF sent out an open letter to all dealers suggesting they not do that because of the large amount of fraud that has been reported to them. Some dealers won't sent a copy of their license even to other licensees because of this. |
