From today's VCDL email.

The Hampton police denied access to a festival by two permit holders
this weekend.  They CANNOT legally do that!  They claimed there was a
special ordinance for the "Bay Days" festival.  I can't find it and
so far neither can they.  Either way Hampton is fully preempted.  I
will be talking to the Hampton City Attorney's office today to see
that this never happens again.  I will advise.


Someone needs to school the entire state's police force on the official regulations.
