| The casing in envelope thing was a left over from when the state's of Maryland and New York required each new gun sold to have a case submitted to the state to create a database for solving crimes. Not surprisingly after a number of years and millions spent they figured out it was not solving any crimes and both states abolished the practice. So there is no longer a need to waste money at the factory on this. Might only cost five cents per gun., but multiplied by tens of thousands it does add up |
