I have my Makarov loaded with Silver Bear 115gr HP. Thats the only stuff I would trust.
Here is a good bit of info on ammo for your 9x18. The Silver Bear stuff is hard to find now. Although the Brown Bear stuff performs the same. Just that the Silver Bear has a nickel plated case.
hipowersandhandguns.com/Comparisonof9x18mmMakarovetc.htmWithin 5-10 yards I would say 9x18 would be good. Although I would reccomend going with 9mm (9x19)
If you want to go with 9x18 the PA63s are a crap shoot with realiabilty. The double action pull is also really heavy. I wouldn't really reccomend them. I would go with a Bulgarian Makarov or CZ83 as a minimum for 9x18. Anything else isn't too good. If you are on a budget I would reccomend a Star BM in 9mm if you can find one or a Hi Point in 9mm.
The Hi Point is heavy and ugly but if you have any problems everything is covered under the warranty. From what I have heard they do very good on honoring their warranty. My friend recently bought one and has enjoyed it. He has 200rds through it with no problems.
