weapons are tight. what does it mean in plain english? Strada Espa. what does it mean in english?

Okay, let me get a crack at this. "Weapons are tight" meaning weapons are hard to get, none available. "Strada Espa" es Mi japon karate esta muy bien than chino kung fu. Si?

IIRC, 'Weapons are Tight' means all weapons are safed and under control and are not to be used. The times that I have heard this phrase have been dealing with larger weapons systems. Maybe some of the Navy Veterans have also heard this? As far as 'Strada Espa', I am reasonably sure that Strada means 'Street' and if this is correct, then Espa may mean 'Spanish' so it may mean 'Spanish Street'. I hope this helps, and how about a little background?

What context was this spoken in? Like "yo homey, dose wizzeapons are tight, yo" then someone was paying you a compliment on the quality of your weapons.
