Many states allow person to person private sales without any sort of paperwork or check.  It's called "Free America" where law-abiding citizens can conduct their lives and buy and sell private property between each other without having .gov doing a cavity search on you.

The "loop hole" is that I can sling a rifle over my shoulder and put a sign on it that says "$200" and walk around a gun show shopping.  If someone wants to bite, we can work something out.
