I just purchased a new computer. The computer
does not come with a recovery disk. I tried to call
customer support 3 times and each time the service
reps English gets worse. I can't understand anything
they are trying to say. Do new computers come with
a restore disk these days? All the ones in the past did.
I bought this from Wal-Mart and they said just bring it back for
a refund.

No they dont in most cases.

When you start her up, it will give you the option to make one.

They come with a restore partition and you can create a restore disc from the included utilities in Vista. You should have read the instructions on that one. Almost ALL of the major OEMs tell you to make a set of restore discs when you have got the PC up and running.

This one came with XP not Vista.
I have not hooked it up yet and it did
not come with any software instructions.

Even with XP, you can still create a restore partition. And it also randomly selects restore points if you ever need to reformat. Its actually better than the disk, because you dont have to start from scratch. Just go to the point just before the problem originated.

Its set up with a calender to choose the date you want.

If you return the computer and buy another one, it still wont likely have a recovery disk. PC's dont generally come with them these days.
