Do any make fine enough chips to make a fine powder out of ice?

For the average person, probably not.
Chip size is determined by knife length, and some settings of the knive to the face plate on the chipper.
The fix would require more work that it would be worth.

No, but for less than $1k you could buy your own snow gun. I have a friend who built his own half pipe in his back yard. It will be featured on HGTV.

A guy I work with made a snow machine out of a pressure washer, air compressor, and some other stuff. It can be done.

A spray nozzle for a hose, a tank of liquid nitrogen, I think it can be done.
Fine mist, send it right over an open tank of liquid nitro.
