Help me out here, not a big Apple fan, I gave up after my Iphone 4. Someone on my list mentioned wanting an Ipad mini, what version is decent to get? I don't think the latest & greatest is necessary (like if there is a new version coming that people will be camping out in line for), but don't want to buy anything that is already terribly outdated. Will probably always be used on Wi-Fi, no cellular is needed.

Mini Retina would be a good choice.

I have a MIni 3, which is basically a 2, with the fingerprint reader.  Has a decent CPU, retina display, and I got the 64GB version.  The 2 is the oldest I'd buy, if you don't care about the fingerprint reader.

I got a mini 4 last Christmas.  It is pretty much the perfect size.

Don't get the mini 1. It can't be upgraded to iOS 10.

Anything after that should work.

I got an iPad mini 2 from Verizon for $100 (2 year plan) works fine.  Not bought into complete Apple ecosystem yet, Droid phone, Linux laptop, etc.

Mine is two years old, the version that is non-retina.  I love it.  Takes up lots less space when I travel than a full sized one.  I use it for aviation with all my charts and approach plates and is the perfect size for that application.

Definitely don't buy the 1st gen unless it is for a kid and you get it cheap.  They are at the end of their life and lag very bad and quite a few apps will not work at all.

Personally, I wouldn't buy the mini 2 9or Reyna as it will likely only last another year or two and need to be updated.  I would start at the mini 3 or buy the current mini 4 if it was me spending the money.

For memory, if you want to use it for movies and games, avoid the 16gb model like the plague.  32 is the minimum and 64 is much better.  JMHOs and my daughter got the Mini 3 last year and my wife got the mini 4 this year.  Both were to replace 1st gen mini iPads that just were not cutting it anymore.

I don't know if it's still the case beyond the 1st gen iPad mini but only the cellular capable minis have a GPS receiver.  I was given a cellular capable 1st gen iPad mini when they came out and have only used it with Wi-Fi.  However, with the GPS receiver it makes a great stand alone NAV unit.  For my summer road trip I installed the maps.me app and downloaded the maps for all the states I would be traveling through.  I then imported my planned routes to it from Google maps.  It worked great and no data connection was needed.  Anyway, something to consider or look into.

Also, I pretty much only use my mini for surfing and as a NAV unit and it still works great.

You don't mention your budget.  

I have a Mini 2 32Gb, and also a Mini 4 64Gb.  There is very little speed diference between them.  Both have cellular capability and I would not buy one without it.  You get the GPS chip and the ability to add a data plan if you choose.  These features are worth it for a device that will be used for a few years at least.  Pricewise, the Mini 2 32Gb cell version runs about $200-$250 on my local Craigslist.  Mini 4 cell, around $400 or so.   I just bought the Mini 4 64 cell model refurb from WalMart for $350, a great deal.  It came in a brown box, not the original, so it might not be a suitable gift.

Buy at least a Mini 2 (Officially the "Retina" model) through the Mini 4.  The 4 was just released in Sept. 2015 and is the latest version.  It seems just about as fast as my iPad Air 2 and iPhone 7 Plus.  I'll keep it for at least a few more years.  I will be selling my Mini 2 in a few days locally and expect to get $200-$250.  I only paid $250 over a year ago.

Check Amazon for used Mini's also.  That's where I bought my first mini.  It came in the original box and was listed as "Like New Condition" and actually was!   If it's a gift, you probably want the box and original charger, etc.  They usually have some pretty good prices on the older versions.  Click the little link below the description for Other New & Used.
